  • Public Works and Economic Development Act of 1965, as amended (PWEDA), including the comprehensive amendments made by the Economic Development Administration Reauthorization Act of 2004 (PWEDA PDF)

    PWEDA is EDA's authorizing statute. On October 27, 2004, President Bush signed into law the Economic Development Administration Reauthorization Act of 2004 (Pub. L. 108-373), which reauthorizes EDA's economic development assistance programs through fiscal year 2008.
  • Trade Act of 1974, as amended (PDF)
    Title II, Chapters 3 and 5, of the Trade Act of 1974, Public Law 93-618, as amended, provides for trade adjustment assistance for firms and industries.( 19 USC ยงยง2341-2355; 2391). Section 131 of Public Law 107-210 authorizes the trade adjustment assistance program for firms through fiscal year 2007.

    EDA's final regulations effective as of January 27, 2010.

    EDA published a final rule (75 FR 4259) on January 27, 2010, to respond to all comments received on the interim final rule dated October 22, 2008 (73 FR 62858). The interim final rule in part amended the Trade Adjustment Assistance for Firms (TAA) and the Revolving Loan Fund (RLF) regulations. Technical revisions to a few of the TAA definitions were made to help better align EDA's responsibilities in implementing the TAA program under the Trade Act. Additionally, EDA made a number of changes to the RLF regulations in line with our commitment to improve the administration and effectiveness of the RLF program. The final rule dated January 27, 2010 further clarifies requirements relating to the RLF program, and non-substantive changes include removal of the words "proposal" and "pre-application" since EDA's move to a single application on October 1, 2008.
