President Bush Welcomed President Alan Garcia of Peru, Signed U.S.Peru FTA

President Bush welcomed President Alan Garcia of Peru to the White House on Friday, December 14. Peru is a staunch ally of the United States and has demonstrated unequivocal support for democracy, human rights, and the expansion of economic opportunity in the Western Hemisphere. The President also signed the implementing legislation for the United States-Peru Trade Promotion Agreement passed by Congress. In addition, President Bush and President Garcia discussed a range of issues, including how like-minded countries can work together to better promote democracy, human rights, and social justice.

EDA Listening Sessions: Share Your Ideas on Revolving Loan Funds

EDA has been listening at Economic Development District (EDD) meetings in Maine, Arkansas and Illinois for ideas to make EDA programs work better for EDDs. We have received some interesting thoughts on the following topic.

The Revolving Loan Funds (RLF) program currently makes grants to state and local governments, as well as non-profit organizations, to establish lending programs that make capital available in distressed regions at below-market rates, or when funds are otherwise unavailable from private lenders. As long as loans are repaid, RLFs exist in perpetuity.

Would you want the flexibility to do any of the following with RLFs?

• convert from RLF funds to project funding for a public works project
• securitize by bundling RLF loans and selling them as a security
• partner with other, non-EDA RLFs to create a larger lending capital base

Latest Issue of Economic Development America Published This Month: "Regional Strategies, Local Action, Global Success"

Look for the December 2007 issue of Economic Development America magazine to arrive in your mailbox soon. This issue features articles on regional initiatives in Massachusetts, North Carolina, the Pacific Northwest, Indiana, Kentucky, Montana and more, centered on a variety of industries and strategies. In addition, the issue includes a summary report of the five economic development symposia that EDA held around the country in 2007.

Mark Your Calendar for EDA Regional Conferences in 2008!

April 16-18, 2008
EDA's Austin and Atlanta regional offices will host the Greater South Economic Development Conference at the New Orleans Marriott on Canal Street, in New Orleans, Louisiana, April 16-18, 2008. The theme of the conference is "Sustaining American Prosperity: The 21st Century Challenge," and will focus on American competitiveness.


May 12-14, 2008
EDA's Chicago and Philadelphia regional offices will host a conference entitled, "Beyond Innovation: Transforming Our Regional Economies Through Partnerships, Comprehensive Strategies and Innovation" at the Crowne Plaza Hotel in Cleveland, Ohio, May 12-14, 2008.

The conference will offer economic developers from 19 states, the District of Columbia, Puerto Rico and the U.S. Virgin Islands lessons and strategies on both the tried and true and the cutting-edge in economic development practice.

The planned program includes:

• Monday, May 12: An update on EDA, economic development district and university center peer exchanges, an evening reception at the Rock and Roll Hall of Fame

• Tuesday, May 13: Address by Dr. Tom Crouch of the Smithsonian Institution plus a wide range of sessions

• Wednesday, May 14: Training for RLFs, economic development districts, university centers, and construction grant recipients. Each group will have a session focusing on its specific issues


September 10-11, 2008
EDA's Denver and Seattle regional offices will host a conference at the Denver Convention Center in Denver, Colorado on September 10-11, 2008.

The planned program includes:

• Wednesday, September 10: Regional economic development strategic planning

• Thursday, September 11: Revolving loan fund administration and a special meeting of Native American tribes to discuss issues related to tribal economic development.

Additional information regarding the program, registration and accommodations will be available in early 2008.



Input Requested on Economic Development Administration Reauthorization

On October 27, 2004, President Bush signed into law the Economic Development Administration Reauthorization Act of 2004, which reauthorizes EDA's economic development assistance programs through fiscal year 2008.

As EDA prepares for reauthorization of its programs next year, we encourage economic development professionals and any other individuals or groups to provide input. Please email your thoughts to EDA at EDAReauthorization@eda.doc.gov.

Latest Economic Development Today Telecast Now Online: Strategies for Success in the 21st Century Global Marketplace – Why Free Trade is Important to U.S. Regions

On November 8, EDA hosted a telecast on the economic development benefits of bolstering free trade. Guests included Congressman Gregory W. Meeks (D-NY); William Stafford, President, Trade Development Alliance of Greater Seattle; and Anne Burkett, President, North Alabama Trade Association.

The program focused on how regions across the nation are enjoying the vast economic opportunities provided by export growth, including job growth, increased business opportunities for small and medium-size firms, and increased tax revenue as businesses succeed in the worldwide economy. IEDC's 2008 Leadership Summit, Feb. 3-5, 2008: Connecting Leadership and Communities

The International Economic Development Council's 2008 Leadership Summit in Orlando, Florida, offers senior managers and Certified Economic Developers (CEcDs) three days of high-level networking, professional development, and insight from thought-provoking speakers on the role of partnerships between economic development leaders and the communities with which they work. The acclaimed roundtable discussions will also be returning for a second year.
