During Fiscal Year 2013, EDA invested $8,322,273 in 21 projects in the State of Illinois. These projects are expected to create or retain 322 jobs and leverage $6,400,000 in private investment, according to grantee estimates. EDA’s investments help Illinois communities achieve bottom-up, locally-defined economic development goals and strategies.

EDA offers a complementary, balanced portfolio of grant programs designed to help rural and urban communities grow their private sectors and create jobs.

Investment Spotlight: Regional Advanced Manufacturing Innovation Hub

Between 2005 and 2011, a total of 2,314 jobs were lost in the region as a result of the Department of Defense’s Base Closure and Realignment (BRAC) in the Rock Island Arsenal. The region continues to be at risk for further BRAC realignments and closures and is focused on supporting and growing economic clusters that can withstand any future job losses at the Arsenal.

Advanced manufacturing in the metal and materials cluster (M3) is a large and vital sector of the region's economy. Recent analysis of this cluster in the region indicates that the region must focus on increasing collaboration and supporting innovation in the M3 cluster. The region has identified a need to create a Quad Cities-M3 Innovation Hub, a network of assets and resources that would strengthen the advanced manufacturing sector in the region. EDA assistance would fund an implementation and operations plan for the QC-M3 Innovation Hub.

In 2013, EDA announced the Bi-State Regional Commission in Rock Island, Illinois, and the Quad Cities Chamber of Commerce in Davenport, Iowa, as recipients of an Investment in Manufacturing Communities Partnership (IMCP) planning grant. EDA awarded $162,500 to develop a plan for the creation of a regional advanced manufacturing innovation hub that will help diversify the region’s economy by focusing on the growth of the vital metal and multi-materials manufacturing cluster. The hub will focus on the eight-county region that encompasses Cedar, Clinton, Muscatine and, Scott Counties in Iowa and Henry, Mercer, Rock Island, and Whiteside Counties in Illinois.
