Traditionally, the Bay City, Texas area has relied on agribusiness and oil and gas to support its economy, leaving the city’s economy significantly weakened due to the lack of industrial diversity. To address this vulnerability, Bay City looked to jumpstart its manufacturing sector. However, when Tenaris, an Argentinean manufacturer and supplier of pipe for the oil and gas industry, chose Bay City as the location of its first U.S. seamless steel pipe mill manufacturing facility, the City needed infrastructure improvements including roadway and sewer improvements to make that investment come to fruition.

In 2014, EDA awarded $1.2 million to fund roadway and sewer infrastructure improvements for industrial development in the northeastern corridor of Matagorda County along Texas Highway 35. In addition to facilitating this foreign-direct investment, these improvements are expected to be an economic driver for new jobs and investments in the Gulf Coast Region of Texas. This project is estimated to create 600 jobs and leverage $1.2 billion in private investment.
