Greenwood County, SC – Greenwood county was one of many South Carolina counties included in a Presidential Disaster Declaration as a result of the flood event that occurred in October 2015. The county received a record amount of rainfall during the event which caused significant damage including residential flooding, road and bridge damage, falling trees, crop loss and the breach and/or collapse of four area dams. While no significant, long-term job displacement occurred, damage to transportation infrastructure in and around the area and throughout the State caused costly logistical delays. In November of 2016, an international company announced that it would be constructing a state-of-the-art carbon fiber manufacturing facility in Greenwood County. The Greenwood facility will allow the chemical, pharmaceutical and information technology company to supply the automotive, aerospace and industrial markets in the region.

In August 2017, EDA invested $2,620,000 in Economic Adjustment Assistance funds to the Greenwood Metropolitan District for construction of water and sewer infrastructure upgrades that were necessary to support the new carbon fiber manufacturing facility.

The grantees estimate the project will create 220 jobs and generate $600,000,000 in private investment. The international company’s announcement represents the largest initial capital investment by a company in Greenwood County’s history. The direct and indirect benefits of the jobs and investment are expected to be economically transforming. The project aligns with cluster development strategies and diversifies the industrial base in a way that insulates Greenwood County from the impacts of future economic downturns that devastate more vulnerable industries.
