Environmental Protection Specialist (3 positions)

The incumbent of this position serves as an Environmental Protection Specialist and implements EDA procedures for compliance with the National Environmental Policy Act of 1969 and other environmental legislation affecting the agency's program activities. Business Coordinator (1 position)

Chief Strategy Officer (1 Position)

The Chief Strategy Officer (CSO) at the Economic Development Administration (EDA) will support strategy formulation and execution of enterprise-wide operational improvements and continual business model innovation.  In this capacity, the incumbent serves as an expert in strategy development, change management, organizational development, and operational innovation throughout EDA and in cooperation with the Department by formalizing the bureau’s strategic-planning processes, forging new working relationships and synergies across the organization, and establishing greater transparency and accountability for individuals charged with carrying out the bureau’s strategy.  S/he will focus on accelerating organization performance through cohesive strategy planning and execution, knowledge management and the implementation of an organizational dashboard for impact and organizational effectiveness.

The incumbent of this position will perform the following duties:

  • Oversee strategy development and execution, enterprise change management, and organizational development.  
  • Develop, communicate, execute, and sustain key enterprise-wide strategic initiatives.

This position requires Civil Engineers with a wide range of engineering and, project management responsibilities. The incumbent will play a major role on a multi- disciplined team making recommendations to the Area Director regarding technical project feasibility and merits, and regarding all aspects of the construction of multi-million dollar projects, including management of development and implementation of strategies that anticipate customer needs, and the execution of vital change initiatives.

The incumbent is responsible for Construction Project Management; ensure conformance with acceptable engineering standards and all statuary and regulatory requirements; recommend appropriate action, to include changes to the EDA project scope of work; arrange for and participate in pre-construction conferences with representatives of the recipient and the construction contractors, outlining the duties of each during the construction and warranty period and explaining EDA policies and requirements to be followed in the implementation of projects; review recipients' final construction plans and cost estimates and other related documents for compliance with EDA policies and procedures; approve project scope according to applicable local, state, and federal codes and statutes; and monitor recipients' compliance with all applicable procedures and requirements which are prerequisite to solicitation of bids including, but not limited to, the requirements of Section 106 of PL 89-136, the Relocation Assistance Act, Flood Insurance Act, Clean Air Act, Davis-Bacon and related Acts, Civil Rights Act of 1964, Executive Order PL 90-480 concerning design of buildings for handicapped persons and all pertinent sections of the latest edition of EDA's Summary of Standards.

Coal Communities Coordinator (1 position)

Oversee the support for coal communities, including but not limited to:

Working closely with the EDA outreach and regional teams to create a strategy and system to build awareness, educate and provide technical assistance to potential applicants, particularly those from coal communities. Researches subject, drafts and prepares materials for issuance covering topics such as Mission-enabling directives, policy, processes, service standards and other memoranda as directed. Performing a variety of confidential and sensitive duties for OLA to ensure expeditious action on legislative and open communication between the Economic Development Administration (EDA) and state and local governments. The incumbent shall track correspondence, develop and implement programs for the efficient management of all official records of the Office of the Assistant Secretary, and maintain correspondence and policy files. Manage and maintain the expected influx of EDA correspondence and reporting requirements related to special initiatives including the creation of written responses to inquiries by Members of Congress, Governors, government officials, businesses, community groups, nongovernmental organizations, and the general public. Program Analyst – Revolving Loan Fund (RLF) (3 positions)

Oversee the strategy and implementation of all the ARP programs. This includes overseeing and managing the teams who will perform the functions, including but not limited to:

Public Affairs (Media Relations & Events Coordinator) (1 position)

This position is located in the Economic Development administration, Office of External Affairs and Communication reporting to the Director, Public Affairs and Communications. The incumbent will report to Director of Public Affairs and Communications. A successful candidate in this position will provide expert media relations strategy and advice to the Lead Strategic Communication Team, Director of Public Affairs and Communications, and EDA leaders. This role will proactively and reactively identify opportunities to tell the organization's successes and how we are helping Americans to ‘build back better’. The successful applicant will manage the day-to-day activities of EDA's media relations program while building and maintaining relationships with critical media outlets and reporters relevant to EDA's mission.

In addition, this role also has a significant event planning component. This person will be the primary point of contact and subject matter expert-- planning, coordinating, and executing all aspects of EDA events, including speaking engagements, presentations, panel discussions, roundtables, site visits, inter-governmental, cross-sector events, and other duties as assigned.

Tribal Engagement Coordinator (1 position)

The incumbent serves as a Tribal Engagement Coordinator (Coordinator). The incumbent will work as part of an interdisciplinary team as the programmatic lead for Tribal engagement on economic development and recovery grants and programs serving American Indians, Indian tribes, Alaska Natives and other Native communities across the United States as they prevent, prepare for, and respond to the COVID-19 pandemic.

This support includes building and expanding relationships with federal, state, and local officials, American Indians, Indian tribes, Alaska Natives, and other Native Leaders, national and state economic development and community organizations, external groups, and others across the country.

Collect and distribute all incoming fax and mail correspondence, in Microsoft Outlook, Word, Excel, PowerPoint. Coordinate and implement travel policy for staff. Maintain records of travel authorizations, travel vouchers, and requests for reimbursement for all travel including local travel.
