Grant Award
When EDA issues a non-construction grant, the award package is the official set of documents that defines what was funded, how the money can be used, and what the recipient must do to stay in compliance.
The EDA Specific Award Conditions (SACs) in your award package outline unique program requirements, recipient circumstances, or conditions that must be satisfied before funds can be drawn or specific activities can begin.
The Notice of Award specifies your award number, EDA award amount, recipient match requirement (if applicable), the period of performance, and the regulations and standard terms and conditions apply to this award.

The Department of Commerce Financial Assistance General Terms and Conditions govern how the award is administered. Please refer to your Award Package to confirm which version applies to your award.
After accepting the award, recipients will manage post-award activities and record compliance requirements through the EDA Economic Development Grant Experience (EDGE) Recipient Portal.
Compliance Resources
EDA administers awards in accordance with DOC Standard Terms and Conditions, 2 CFR Part 200, 13 CFR Chapter III, and applicable specific award terms. Recipients should be aware that non-compliance with financial, programmatic, or reporting requirements can trigger formal enforcement actions, including suspension of payments or award termination.
If you need to change your budget or scope of work approved in the initial award package, you must submit an Award Modification Request (AMR) through EDGE in accordance with 2 CFR §§ 200.308 and 2 CFR §§ 200.407. Before doing so, please reach out to your EDA contact to discuss the proposed change and confirm what's needed for EDA to initiate review.
