- National Disaster Recovery Framework (NDRF) – Federal Emergency Management Agency (FEMA). The National Disaster Recovery Framework (NDRF) provides a structured, yet flexible approach to supporting disaster impacted states, Tribal Nations, territories, and local jurisdictions enabling recovery efforts that are unified and effective. By fostering collaboration across the whole community— including governments at all levels, nonprofit organizations, business and industry partners, and the broader emergency management community— the NDRF ensures that recovery operations address the wide ranging needs of affected populations.

- Resilience Workshop Planning Guide – National Association of Development Organizations (NADO), March 2024. Regional development organizations are using local and regional resilience workshops to identify community climate and economic resilience needs, connect local leaders with funding opportunities, and create action plans for future sustainable growth. This new NADO resource provides a walk through of how organizations can bring these resilience workshops to their own regions. Topics covered include workshop goalsetting, stakeholder engagement, and post-workshop implementation, evaluation, and follow-up.
- Community Resilience Economic Decision Support Guide (EDG) – National Institutes of Standards and Technology (NIST), December 2015. The EDG provides a standard economic methodology for evaluating potential investment options and decisions pertaining to enhancing local economic resilience.
- HUD Community Resilience Toolkit – Department of Housing and Urban Development (HUD), January 2023. The Toolkit was designed to help recipients of HUD Community Planning and Development (CPD) funds identify opportunities to invest their CPD resources in disaster preparedness and hazard mitigation projects and activities.
- Economic Revitalization Guide for CDBG-DR Grantees – HUD, August 2023. The Guide consists of tools and resources grantees can use to design and implement economic revitalization activities that promote economic recovery and enhance local and regional long-term economic resilience.
- Leadership in Times of Crisis (PDF) – International Economic Development Council (IEDC), August 2022 (2nd Edition). First published in 2015 with support from EDA, the revised edition incorporates useful information for convening private and public stakeholders to identify key economic recovery strategies, tips on how to navigate federal disaster response and recovery resources, and the implementation of recovery initiatives.
Data Tools
- National Economic Resilience Data Explorer (NERDE) was developed by Argonne National Laboratory in partnership with EDA to help a variety of users across the country with local economic recovery and resilience analysis. The NERDE consolidates information and data on economic distress criteria, as well as the existence and emergence of industry clusters.
- StatsAmerica consists of a unique and useful set of tools and reports that focus on innovation capacity, resilience, equity and distress. Developed in partnership with EDA by the Indiana Business Research Center (IBRC), Indiana University Kelley School of Business.
- The Digital Coast was developed by the National Oceanic and Atmospheric Administration (NOAA) to meet the unique needs of the coastal management community.
