EDA is seeking quality job applicants under special hiring authority provided under the CARES Act to both help promote our funding opportunities and administer grants under the CARES Act.

EDA is seeking Public Affairs Specialists to be located in Austin, Chicago, Denver, Philadelphia and Seattle. This position will report to the Office of External Affairs and Communications, Public Affairs Division. The position is responsible for helping to plan, develop and implement EDA’s communications and public affairs programs, policies and activities to internal and external customers, stakeholders, and the public. Responsibilities include, but are not limited to: writing agency press releases; working closely with staff to coordinate the dissemination of agency press releases; working with organizational groups, business communities, editors of trade magazines, as well as press and other media outlets, to insure coverage of agency initiatives; writing and monitoring brochures, newsletters, booklets, press statements, et al, for dissemination as part of comprehensive information campaigns; and developing language for us in EDA social media and other informational campaigns.

CARES Act Attorney Advisor (3 positions. Locations: Negotiable)

The incumbent works on cases or legal issues of extreme complexity characterized by one or more of the following: 1) extremely complex and difficult legal or factual issues requiring a high order of legal endeavor with the incumbent often having to balance conflicting interests; 2) matters that can have the effect of substantially broadening or restricting the activities of an agency or have an important impact on a major industry whose economic position affects the health and stability of the general economy; or 3) the matter involves, directly or indirectly, very large sums of money and are frequently vigorously contested by extremely capable legal talent.

CARES Act Budget Analyst (2 positions. Location: Washington, D.C.)

This position requires Budget Analyst to perform routine budget analysis functions in assigned areas including budget formulation, budget presentation-enactment, or budget execution. The incumbent will be required to have knowledge of Federal and Departmental budget methods, practices, procedures, regulations, and other guides. The incumbent will perform such duties as assisting in the preparation of budget estimates and justifications; interpreting 0MB directives and circulars; providing information and advice to program managers; reviewing bureau and office budget submissions for reasonableness, accuracy, and conformance with procedures and guidelines; monitoring budget; and recommending reprogramming of funds as needed.

Chief Strategy Officer (1 position. Location: Washington, D.C.)

The Chief Strategy Officer (CSO) at the Economic Development Administration (EDA) will support strategy formulation and execution of enterprise-wide operational improvements and continual business model innovation. In this capacity, the incumbent serves as an expert in strategy development, change management, organizational development, and operational innovation throughout EDA and in cooperation with the Department by formalizing the bureau’s strategic-planning processes, forging new working relationships and synergies across the organization, and establishing greater transparency and accountability for individuals charged with carrying out the bureau’s strategy. S/he will focus on accelerating organization performance through cohesive strategy planning and execution, knowledge management and the implementation of an organizational dashboard for impact and organizational effectiveness.

This position requires Civil Engineers with a wide range of engineering and, project management responsibilities. The incumbent will play a major role on a multi- disciplined team making recommendations to the Area Director regarding technical project feasibility and merits, and regarding all aspects of the construction of multi-million dollar projects, including management of development and implementation of strategies that anticipate customer needs, and the execution of vital change initiatives.

The incumbent is responsible for Construction Project Management; ensure conformance with acceptable engineering standards and all statuary and regulatory requirements; recommend appropriate action, to include changes to the EDA project scope of work; arrange for and participate in pre-construction conferences with representatives of the recipient and the construction contractors, outlining the duties of each during the construction and warranty period and explaining EDA policies and requirements to be followed in the implementation of projects; review recipients' final construction plans and cost estimates and other related documents for compliance with EDA policies and procedures; approve project scope according to applicable local, state, and federal codes and statutes; and monitor recipients' compliance with all applicable procedures and requirements which are prerequisite to solicitation of bids including, but not limited to, the requirements of Section 106 of PL 89-136, the Relocation Assistance Act, Flood Insurance Act, Clean Air Act, Davis-Bacon and related Acts, Civil Rights Act of 1964, Executive Order PL 90-480 concerning design of buildings for handicapped persons and all pertinent sections of the latest edition of EDA's Summary of Standards.

Confidential Assistant (1 position. Location: Washington, D.C.)

The incumbent shall perform administrative and/or analytical duties on matters related to policies and procedures to assist higher level management in decision making. Conduct administrative and clerical process studies to identify and analyze organizational issues, problems, or situations with proposed solutions. Use different processes and methods to perform comprehensive analysis to gather information and make recommendations to leadership. Perform technical automated functions to access personnel data and run data needed to produce reports for analysis for leadership and other staff members. Maintain a working relationship with staff members and officials of a unit to foster teamwork. Present and/or discuss a range of subjects on changes in support services to implement approved policies and/or directives. CARES Act Correspondence Specialist (1 position. Location: Washington, D.C.)

The incumbent shall track correspondence, develop and implement programs for the efficient management of all official records of the Office of the Assistant Secretary, and maintain correspondence and policy files. Manage and maintain the expected influx of EDA correspondence and reporting requirements related to special initiatives including the creation of written responses to inquiries by Members of Congress, Governors, government officials, businesses, community groups, nongovernmental organizations, and the general public. Review, edit, distribute, and dispatch responses to correspondence, projects, and action memoranda to or from the Assistant Secretary. Maintain prompt follow-up of replies to ensure that deadlines are met. Provide appropriate and comprehensive bureau information necessary to respond to Secretarial, Congressional, intergovernmental, other federal agency, and public requests. Prepare responses to inquiries and correspondence regarding policy issues, program/project matters, and all other correspondence requiring signature by the Assistant Secretary or Secretary. Prepares and tracks grant notification for announcement to congressional offices.

This position requires Economic Development Assistant to provide assistance to administrative specialists and/or managers by handling technical and procedural aspects essential to continuing unit programs and functions. Under direct supervision, the incumbent will assist with a wide range of economic development programs including but not limited to conduct research, reviews, and the assembling of data and information of the program area involved. The incumbent will process documents and actions necessary to implement program responsibilities; distributes information to Federal and non-Federal partner organizations affected by unit programs. The incumbent will assist personnel by providing advice and services; provides operational management assistance by preparing, distributing and tracking progress of documents and action items. This incumbent will prepare routine reports or data summaries and to allow clear and concise expression of program information to other organizational units technical and program support to unit programs and functions.

This position requires Economic Development Representatives to develop and implement significant new program strategies; analyze key business and industry policy questions and contribute to significant agency decisions, policy recommendations and positions. The incumbent will plan and manage the delivery of high-priority economic development products and services which are central to the objectives of the Economic Development Administration. The incumbent will work closely with our Federal and non-Federal partners for the purpose of revitalizing, expanding, and upgrading distressed communities' physical infrastructure in order to attract new industry, encourage business expansion and generate or retain long-term private sector jobs and investment. The incumbent will serve as a technical authority for EDA and authoritatively and independently handle a broad range of programmatic areas and functions where the incumbent will apply their knowledge of the theories, dynamics and factors underlying economic development programs. The incumbent will fully brief EDA grant recipients and applicants (distressed communities, economic development agencies and organizations, public officials and civic leaders on EDA programs, funding opportunities, regulations, guidelines and investment activities.

In addition, the incumbent will serve in an advisory capacity with the investment applicants and recipients and provide them with comprehensive technical and financial guidance to assure maximum and timely impact and results from EDA economic development investments. The incumbent will prepare and present reports and informational briefings and status updates to the Area Director regarding program investment pipelines, applications, allocation management, Investment Review Committee actions, application approvals and post-approval monitoring and important issues as well as how the area team is meeting all Operational Guidance requirements.

This position requires Economic Development Specialists to manage the grants approval process (pre and post award); conduct research and analysis, and strategic planning:

Grants Management (Pre-Approval): Provide technical support for the solicitation and development of investment proposals. Review and process applications for funding. Identify deficiencies and work with applicants to resolve them. Analyze proposals to determine pros, cons, strengths and weaknesses with regard to EDA's investment strategy and funding priorities. Prepare and deliver presentations of investment proposals. Respond to questions regarding proposals, and provide suggestions for their improvement and guidance on their disposition in accordance with applicable regulations and policies. Ensure that necessary reviews and clearances are accomplished. Prepare and convey notifications of funding decisions. Properly maintain physical and electronic application files.

Grants Management (Post-Approval): Prepare and convey grant award documents. Conduct project management conferences with recipients to ensure a good understanding of award terms and conditions, and expectations for performance and compliance. Receive and review periodic financial and progress reports. Monitor awards for compliance, quality assurance, and successful implementation. Review and approve disbursement requests. Close out awards upon completion. Prepare for and assist with audits of project records. Properly maintain physical and electronic project files.

Research & Analysis: Conduct research of socio-economic data relevant to proposed and approved investments. Analyze socio-economic data to provide the basis for determining levels of economic distress in communities and regions, and to assess regional economic strengths, weaknesses, and trends.

Strategic Planning: Review state, regional, and local Comprehensive Economic Development Strategies (CEDS) for compliance with EDA’s guidelines and their relevance to proposed investments.

CARES Act Environmental Protection Specialist (1 position. Location: Atlanta)

The incumbent of this position serves as an Environmental Protection Specialist and implements EDA procedures for compliance with the National Environmental Policy Act of 1969 and other environmental legislation affecting the agency's program activities. The incumbent will be responsible for economic development grant process, particularly in the areas of environmental legislation, skill in interpreting and implementing environmental laws and principles and experience with Federal, State and/or local environmental regulatory agencies; experience with the application of various disciplines of environmental science such as meteorology, geology and hydrology; experience representing an agency or organization authoritatively to key business and/or government officials and experience planning and managing the delivery of major, high-priority products and services particularly as they are related to grant processing and management. Agency projects cannot be processed for approval without clearance by the EPS. This clearance includes a certification that the project has been processed in accordance with all environmental requirements, and includes a recommendation to the Regional Director for approval, disapproval or modification based upon a balancing of the project's anticipated adverse environmental impacts against its anticipated economic benefits.

The incumbent works collaboratively to support the successful implementation of various EDA programs and initiatives focused on regional economic development. The incumbent undertakes key activities associated with the collection, management, and analysis of performance data and development and maintenance of data management systems. Responds to data inquiries from internal and external stakeholders and prepares responses suitable for dissemination to internal and external customers. Undertakes evaluation of EDA programs, projects, and initiatives. Conducts economic research pertaining to data analytics, economic development, and program evaluation. The incumbent is responsible for coordinating the analysis of Economic Development Administration (EDA) performance data and communicating the analysis to both technical and non-technical audiences. The incumbent is also responsible for coordinating the development and measurement of economic development performance outcomes and indicators, creation and implementation of continuous improvement strategies and solutions, and management of various performance/data projects through the full project life-cycle. CARES Act Program Analyst – Revolving Loan Fund (RLF) (2 positions. Locations: Philadelphia (2))

This position primarily functions as an analyst and administrator for the Revolving Loan Fund (RLF) program, managing the RLF portfolio, and monitoring borrower’s compliance with the terms and conditions of the RLF Program. In addition, the incumbent will be responsible for analyzing data to provide evidence of progress in implementing recommendations to stakeholders, and analyze RLF data to provide input into managerial and policy decisions related to the RLF program. The incumbent of this position functions as a Supervisory Program Manager for key programmatic activities that involve the solicitation, development, analysis, monitoring, and quality assurance of applications and investments that comport with EDA funding priorities and investment strategies and related grants management and administrative duties. Additionally, the incumbent assists the Regional Director through the Area Director in the direction and oversight of assigned programs and staff. The incumbent assists the Area Director in the managerial direction, technical guidance and oversight over EDA subject-matter experts engaged in one or more of the following programmatic areas: Investment Sourcing & Project Development/ Management, Construction Program Management, Revolving Loan Fund Management, Planning and Technical Assistance Programs, as well as other identified program areas.

CARES Act Training Specialist (2 position. Location: Washington, D.C.)

The incumbent independently plans, organizes, and completes curriculum development assignments in alignment with the EDA’s Strategic Plan, organizational mission, vision, goals, and priorities. Works with external and internal stakeholders and Subject Matter Experts (SMEs) to develop the curriculum and design a comprehensive set of iterative training modules and facilitator guides mapped to EDA’s programs and profile. Stays abreast of emerging grants management best practices and technologies and their applicability to the needs of economic development, to include, economic recovery and disaster recovery and resilience issues and trends to inform accurate and forward-leaning curriculum development. Economic recovery from a federally designated disaster and economic resilience is a growing part of the EDA portfolio.

CARES Act Webmaster (1 position. Location: Washington, D.C.)

The incumbent plans, designs, develops, tests, implements, and manages agency website activities, including systems/applications development and technical management of web sites. Plans and manages updates to EDA’s website to enhance the user experience, simplify content management, and provide better information and customer service to its stakeholder community. Facilitates internal and external consensus building on goals/objectives and vision for a redesigned website. Prepares and presents the pathway to develop a website in accordance with federal agency and DOC best practices with modern features and functionality. Provides graphics and video support to maximize the functionality of the website and to improve the customer experience. Develops technical requirements and assists deployment and post-launch evaluation and support. Provides research and analysis reports, platform assessments, analytics data, content management software recommendations, government best practices in design recommendations, social media integration recommendations.
