EDA announced 107 investments from September 11 – September 18, 2025, totaling $77,399,560 which is matched by $44,448,421 in local investments. These investments include the following:

  1. $17,387,608 in fifteen Economic Adjustment Assistance-Disaster Supplemental projects to help regions that are experiencing severe economic distress or other economic hardship resulting from major disaster events, and to create/save 2,000 jobs and leverage $1.2 billion in private investment.
  2. $801,400 in eight Planning and Local Technical Assistance projects to strengthen the capacity of local or state organizations and institutions to undertake and promote effective economic development programs.
  3. $11,543,000 in sixty Partnership Planning projects to support the development and implementation of the Comprehensive Economic Development Strategy process.
  4. $43,223,008 in twenty-one Public Works/Economic Adjustment Assistance projects to help communities revitalize, expand, and upgrade their physical infrastructure, and design and implement strategies to adjust or bring about change to their economy in response to structural damage to their underlying economic base, and to create/save 7,716 jobs and leverage $456.8 million in private investment.
  5. $69,125 in one Technical Assistance project to help communities fill the knowledge and information gaps that may prevent leaders in the public and nonprofit sectors in distressed areas from making optimal decisions on local economic development issues.
  6. $400,000 in one Strategy Development-Recompete Pilot Program Phase 1 project to help communities significantly increase local coordination and planning activities to create renewed opportunities in economically distressed communities through good-paying, high-quality jobs and improve access to the workforce.
  7.  $3,975,419 in one FY 2024 Good Jobs Challenge project to support high-quality, locally-led workforce training programs that create a pathway for workers to be placed into good-paying jobs.

 

  • $17,387,608 in fifteen Disaster Supplemental projects, matched by $7,787,572 in local investments, as follows:
    • $2,000,000 to the city of Manchester, Manchester/Coffee County, TN, to support the rehabilitation of the municipal sewer system to address the excessive sewer inflow and infiltration (I/I), which is negatively impacting economic development in the city and surrounding region. The project is expected to create 141 jobs and leverage $50.5 million in private investment.
    • $1,872,000 to the city of Elizabethton, Elizabethton/Carter County, TN, to support improving the reliability and availability of critical infrastructure in the area. The project work includes constructing 1,600 LF of new 24” sewer line to replace an existing undersized sewer line that has reached its useful life expectancy. The project is expected to create/save 540 jobs and leverage $35 million in private investment.
    • $400,000 to Land of Sky Regional Council, Asheville/Buncombe County, NC, to support developing an economic resilience strategy and plan for addressing workforce gaps in the area. The project work includes conducting a regional assessment of economic opportunities in the area and determining future needs to produce a robust strategy for meeting regional demands. The project is expected to help promote resiliency, strengthen the regional economy, and support economic growth throughout the region.
    • $6,751,000 to Brunswick County, Bolivia/Brunswick County, NC, to support constructing a new 1-million elevated water tank and a 16-inch waterline connection to serve the Mid-Atlantic International Rail Park. The project is expected to create 500 jobs and leverage $650 million in private investment.
    • $1,536,250 to the Springfield Water and Sewer Commission, Springfield/Washington County, KY, to support making improvements along KY 150 Bypass and Lincoln Park Road. The improvements will help extend gravity sewer to accommodate growth centered around the industrial park area. The project is expected to create/save 117 jobs and leverage $205 million in private investment.
    • $85,000 to the Fort Peck Assiniboine & Sioux Tribes, Poplar/Roosevelt County, MT, to support completing a workforce study to address the local and regional need for skilled workers in the area. The study will identify strategies to diversify the workforce and maximize public and private resources to increase skilled workers and skilled worker opportunities in the region. The project is expected to help expand and diversify the region’s economic base and promote economic resiliency throughout the region.
    • $500,000 to the Mount Rogers Planning District Commission, Marion/Smyth County, VA, to support establishing an economic recovery coordination team that includes hiring an economic recovery coordinator to serve as a liaison in project planning, grant writing, and contract negotiations in the area. The project is expected to help the community recover from Hurricane Helene by providing a roadmap to bolster job creation, attract private investment, and strengthen the regional economy.
    • $80,000 to the Fountain Creek Watershed, Inc. dba Pikes Peak Waterways, Colorado Springs/El Paso County, CO, to support conducting an economic feasibility study for the area surrounding Monument and Fountain Creeks. The study will help identify industry clusters, workforce needs, and investment opportunities, which lays the groundwork for increased resilience as well as job creation and investment. The project is expected to help create a redevelopment plan for the creek corridor, which will help mitigate the effects of natural disasters and stimulate economic growth throughout the region.
    • $252,000 to the Cumberland Plateau Planning District Commission, Lebanon/Russell County, VA, to support hiring a disaster recovery coordinator to provide technical assistance, planning, and management of disaster related projects in Lebanon. The coordinator will be responsible for organizing initial stakeholder discussions to help identify the damage from disasters and develop a plan for recovery. The project is expected to serve as a catalyst to spur private investment to strengthen the regional economy and advance economic resiliency throughout the region.
    • $625,000 to the South Central Planning and Development Commission, Houma/Terrebonne Parish, LA, to support hiring a lead coordinator to oversee statewide recovery planning, grant support, and coordination among Louisiana’s eight planning districts. The coordinator will review, develop and implement administrative and operational protocols. The project is expected to lay the groundwork for long-term economic vitality.
    • $390,000 to the University of Arkansas at Little Rock, Little Rock/Pulaski County, AR, to support enhancing disaster preparedness and short-term recovery capabilities across the state of Arkansas. The project involves hiring a team to collaborate with key partners to create practical resources, provide training opportunities, and engage in strategic planning to increase statewide resilience and support communities during times of disaster. The project is expected to boost economic resiliency, strengthen the regional economy, and support economic growth throughout the region.
    • $500,000 to the Grand Gateway Economic Development Association, Big Cabin/Craig County, OK, to support hiring a disaster resiliency coordinator to assist communities in Northeast Oklahoma impacted by natural disasters. The coordinator will create asset management tools to better prepare communities and minimize response times. The project is expected to promote economic resiliency throughout the region.
    • $580,000 to the Alamo Area Council of Governments, San Antonio/Bexar County, TX, to support assisting communities with mitigating business disruption and economic distress by developing a plan for long-term recovery and future readiness and resilience strategies in the area. The project work includes implementing an initiative that supports recovery coordination efforts through technical assistance, data-informed recovery and readiness support, regional recovery and readiness management, and continued organization of the region’s comprehensive and economic development strategy (CEDS). The project is expected to boost economic resiliency and strengthen the regional economy.
    • $233,323 to the University of Guam, Mangilao/Guam, GU, to support purchasing equipment for its newly constructed two-story, 16,000-square-foot facility, to assist with recovery efforts as Guam rebuilds from Typhoon Mawar. The school will feature laboratories focused on geotechnical engineering, materials and structures, hydraulics and environmental engineering, surveying, and computing, along with three lecture classrooms. The project is expected to create/save 160 jobs and leverage $500 thousand in private investment.
    • $1,583,035 to the city of Mebane, Mebane/Alamance County, NC, to support modifying a previously awarded grant to construct an elevated water tank to serve expansions at Lotus Bakeries US Manufacturing LLC and UPS, Inc. in Alamance County, North Carolina. The project is expected to create 526 jobs and leverage $258 million in private investment.
  • $801,400 in eight Planning and Local Technical Assistance projects, matched by $717,047 in local investments, as follows:
    • $150,000 to the city of Norwalk, Norwalk/Los Angeles County, CA, to support establishing and operating a small business program to promote a strong foundation in business management throughout the community of Norwalk, California. The project will help build economic resilience throughout the region.
    • $125,000 to the Humboldt State University Sponsored Programs Foundation, Arcata/Humboldt County, CA, to support developing a comprehensive roadmap to enhance economic development planning capacity of the McKinleyville region. The project will help the region create a more resilient community and ensure continuity of businesses to strengthen the regional economy.
    • $30,000 to Sevier County, Richfield/Sevier County, UT, to support delivering a feasibility study of the county’s rail corridor. The project will create an economic development roadmap to diversify and strengthen the regional economy.
    • $60,000 to the R6 Regional Council, Richfield/Sevier County, UT, to support conducting a comprehensive market research and planning study to identify potential products, industries, and business opportunities that align with the region's strengths and resources to build out a value-added agriculture and manufacturing industrial park. The project will establish an industrial park focused on agricultural processing to support local family farms, enhance agricultural economic output, and bolster food security throughout the region.
    • $210,000 to the Region 4 Planning and Development Council, Summersville/Nicholas County, WV, to support development and implementation of a Comprehensive Economic Development Strategy (CEDS) for the region served by the Region 4 Planning and Development Council.
    • $80,400 to the Barberton Community Foundation, Barberton/Summit County, OH, to support conducting a feasibility study to establish the need for workforce development capacity in the region’s dense polymer manufacturing cluster in Northeast Ohio. The project will help build economic resilience throughout the region.
    • $76,000 to the city of Crescent City, Crescent City/Del Norte County, CA, to support the development and implementation of a Comprehensive Economic Development Strategy (CEDS) for the region served by the city of Crescent City.
    • $70,000 to the Denali Borough, Healy/Denali Borough, AK, to support the development and implementation of a Comprehensive Economic Development Strategy (CEDS) for the region served by the Denali Borough.

The project is expected to enhance strategic planning, resource allocation, and industrial development to respond to economic challenges, create long-term growth opportunities, and build a diversified and resilient economy.
    • $1,500,000 to the Indian Pueblo Cultural Center, Inc., Albuquerque/Bernalillo County, NM, to support implementing the Entrepreneur Complex project to deliver enhanced infrastructure and resources to support Native entrepreneurs and others in the food and agricultural industries in the area. The project is expected to create 30 jobs, save 21 jobs, and leverage $1 million in private investment.
    • $1,400,000 to the city of Alvarado, Alvarado/Johnson County, TX, to support constructing and installing approximately 1.5 miles of new wastewater infrastructure to connect an area on the west side of Alvarado to the city's existing wastewater system. The project is expected to create 330 jobs, save 180 jobs, and leverage $30 million in private investment.
    • $2,500,000 to the city of Kilgore, Kilgore/Gregg County, TX, to support constructing a two-lane, approximately 2,300-linear-foot secondary truck route connecting Elder Lake Road to Alliance Way and Spinks-Chapman Road. In addition, the project will provide a redundancy for the water distribution system in the business park and will extend utilities to areas not yet served by water and wastewater utilities within the park. The project is expected to create 60 jobs, save 153 jobs, and leverage $55 million in private investment.
    • $2,500,000 to Alpena Community College, Alpena/Alpena County, MI, to support developing its Utility Technology Training Program to train the next generation of power linemen serving utilities across the region. The new program will train linemen in all aspects of power systems maintenance and construction. The project is expected to create 100 jobs, save 150 jobs, and leverage $1 million in private investment.
    • $331,956 to the University of Wisconsin System, Milwaukee/Milwaukee County, WI, to support constructing an Integrated Electromagnetic Interference Test and Characterization facility to help train workers in next generation power control technology. The project will train workers through power control equipment to provide local businesses with a ready pipeline of skilled workers. The project is expected to create 250 jobs.
    • $2,100,000 to Waseca County, Waseca/Waseca County, MN, to support developing a new advanced manufacturing workforce training facility in the area. The workforce development center will include classrooms, a mechatronics skills training area, and a computer numerical control (CNC) shop training area. The project is expected to create 50 jobs and leverage $1 million in private investment.
    • $3,312,233.15 to the city of Crookston, Crookston/Polk County, MN, to support developing additional infrastructure to upgrade and expand the city’s east side industrial park. The new infrastructure will include a roadway, water, and wastewater lines that will add 73 acres of developable lots to the park. The project is expected to create 75 jobs and leverage $12 million in private investment.

The project work involves the renovation and expansion of a medical office building and site improvements to the parking area for the building. The project is expected to create 156 jobs, save 121 jobs, and leverage $10 million in private investment.
    • $1,501,373 to the city of West Plains, West Plains/Howell County, MO, to support renovating a city-owned building in the downtown business district to help promote job growth in information technology and business outsourcing fields in the area. The project work includes making improvements to the walls, floor, electrical, HVAC, and plumbing. The project is expected to create 120 jobs and leverage $850 thousand in private investment.
    • $1,640,000 to the city of Marshall Missouri, Marshall/Saline County, MO, to support making stormwater system improvements to help safeguard businesses, reduce the risk of flood-related economic disruptions, and help retain and expand employment opportunities in downtown Marshall.     • $1,532,120 to the Sac & Fox Tribe of the Mississippi in Iowa, Tama/Tama County, IA, to support constructing a new apprenticeship training facility to train members of the Sac & Fox Tribe on construction trades to meet regional employer needs for skilled workers in the region. The facility will include lab space, classrooms, a commercial kitchen, and office space. The project is expected to create jobs and increase business attraction, which will help advance economic resiliency throughout the Central Iowa region.
    • $5,000,000 to the College of Southern Nevada, Las Vegas/Clark County, NV, to support constructing a building for use as an educational and training facility. The new facility will help the region fill critical workforce needs by providing workforce training in advanced manufacturing, healthcare, logistics and information technology, and the growing traditional sectors of construction and HVAC. The project is expected to create 3,460 jobs and leverage $530 thousand in private investment.
    • $3,000,000 to the Bishop Paiute Development Corporation, Bishop/Inyo County, CA, to support constructing a new 8,110 square foot retail center called the West Line Retail Center, which will be located on tribal land in Inyo Count. The Center will feature six retail spaces aimed at promoting small business development and entrepreneurship, providing an upgraded business environment in a prime location. The project is expected to create 59 jobs, save 18 jobs, and leverage $1.1 million in private investment.
    • $1,277,920 to the city of San Luis, San Luis/Yuma County, AZ, to support installing approximately 7,600 lineal feet of 12-inch water line and approximately 500 lineal feet of 4” sewer force main to extend existing water and sewer infrastructure in an existing building. The project is expected to create 46 jobs, save 33 jobs, and leverage $13.8 million in private investment.
    • $4,205,736 to the Tri-City Regional Sanitary District, Globe/Gila County, AZ, to support constructing a water reclamation facility, lift station, and sewer main extension. The project will provide sewer access to area businesses currently on failing septic systems. The project is expected to create 214 jobs and leverage $313 million in private investment.

    • $2,267,800 to the California State University Long Beach Research Foundation, Long Beach/Los Angeles County, CA, to support advancing the baccalaureate engineering programs to comply with current workforce development needs in advanced manufacturing, aerospace engineering, and biomedical research industry standards.     • $3,975,419 to the South Central Kentucky Regional Development Authority, Inc., Bowling Green/Warren County, KY, to support implementing the Building a Smart Manufacturing Workforce in South Central Kentucky project, to help advance 800 workers with enhanced skills in automation, robotics, and management processes and place 650 of those workers in good jobs across the 10-county region centered on Bowling Green. The project is expected to attract diverse populations to manufacturing, align education and career pathways around stackable credentials, build training capacity for robotics and automation, and use earn-and-learn solutions that will fill high-demand occupations throughout the region.
